The Narcotics and Gang
Investigators Summit
is a thirty six (36) hour training conference that concentrates on
the
violent combination of street gangs and the
illicit narcotics trade. Conference Instructors will detail
the latest
gang trends that are spreading across the
United States as well as presenting updated
information on current
narcotics trends such as Methamphetamine trafficking, crack cocaine investigations and importation trends.
A veteran Attorney who initiated a Multi Jurisdiction
Gang Task will detail how to successfully identify and
prosecute gangs members involved in Career Criminal
Investigations. The instructors will give investigators insight on how to
prepare and follow
up on cases,which will lead to successful prosecution of gang
members and narcotics dealers.
Instructors
will detail the movements of various Central American gangs
such as
MS13, Nortenos, Latin Kings and the Texas Syndicate.
The conference
will also cover the emergence of the numerous Haitian gangs
that are spreading out along
the east coast of the United States and will detail
the
violent trends that Haitian gang members are using to move
narcotics and to protect their
turf.
The conference will include the "Tactical Narcotics Techniques" theory
that can be used to successfully
combat street level narcotics dealers and
associated
businesses. Actual case studies of long term gang
related crack cocaine investigations will be presented to show
both proper and improper ways to conduct long term
investigations and how to take advantage of
investigative and
financial assistance from Federal Law Enforcement
Agencies.
Instructors will
detail how to initiate and conduct electronic surveillance
using Title III investigations.
Investigators will learn how to write Title
III affidavits and
how to manage Title III cases. Federal conspiracy charges will
also be covered in order to give investigators an alternative
method of prosecution.
Gang members
are working hand in hand with South American and Central
American
narcotics trafficking organizations and are laundering millions
of narco dollars every year. The ABC's of money laundering investigations will
be covered, which
includes how to go after bank
accounts and other assets that are
obtained by illegal narcotics activity.
Instructors will present
programs that can be established through city and county ordinances
that will assist in combating gang activity as well as making
Patrol Officers aware of various state laws that are rarely enforced as well as how to identify and document
gang members. Instructors will also
detail how to initiate and conduct stops on
gang members and how to properly document their activities.
The conference will also cover
narcotics interdiction techniques and how to target gangs who
are
attempting to traffick narcotics across throughout the
U.S. Hidden vehicle compartments, hotel interdiction, narcotics
trafficking related characteristics and interstate interdiction
investigations will be detailed during the
summit. Presentations
will be made detailing
techniques used to compile analytical
analysis of crime trends that can be used to combat
illegal activities.
Fraud
and Credit Card scams are the new frontier for gang members. This
course will show investigators how to make contacts with Federal
Agencies as well as private corporations, which will provide
great intelligence
opportunities when working these cases. Gang members are using
the proceeds from these crimes to fund their
narcotics trafficking activities as well as buy weapons.
This is a
must see training segment for all law
enforcement personnel.
The instructors for
this summit have many years of investigative and
prosecution experience. This is a conference that will be
beneficial to all law
enforcement officers regardless of their experience. The goal is
to present updated gang investigation
techniques as well as current narcotics and money laundering
trends.

The tuition for the training is $450.00 per
student. Please submit payment by

casual. Training will be held from 8:30 a.m to 5:00
p.m Monday through Thursday and from

Conference Instructors
Mike DeMarcus:
Mike is a Detective with the North Miami Beach Police
Department and has 18 years of law enforcement experience. Mike has worked in
the Special Investigations Division for over 11 years and has completed
assignments with a Drug Enforcement Administration Narcotics Task Force and a
State of Florida Narcotics and Money Laundering Task Force. He worked as a
Marine Enforcement Officer for three years and is cross designated as a
U.S Customs Blue Lightening Officer. Mike has extensive experience in cocaine
trafficking cases, indoor marijuana grow house investigations, money laundering
investigations, long-term gang related street level crack cocaine investigations
and ecstasy/club drug investigations. Mike has also developed long-term crack
cocaine and indoor marijuana grow house courses, which are based on case studies
that targeted organizations involved in the illicit narcotics trade.
Analyst Hector Alfonso:
Hector
is an 19 year
veteran of the Miami Dade Police Department. He is currently
assigned to the Strategic & Specialized Investigations Bureau's
Criminal Street Gang Section. He serves as the lead
analyst of the Gang Information Clearing House and as the Operational
Coordinator of Miami Dade County's Multi-Agency Gang Task Force
(MAGTF). Hector has a wealth of knowledge on gang trends.
Paul DeCoste
Paul
is a detective with the Phoenix Police Department and has over 12 years
of law enforcement experience. Paul has worked in the gang unit
for over 8 years and is an expert witness as a criminal street gang
detective. Paul has participated in numerous long term
investigations utilizing prison/county jail telephone systems to obtain
evidence against documented gang members. Paul is currently
assigned to a multi-jurisdictional task force that targets Mexican
Mafia gang members.
Jarrett Wolf
Jarrett is a former Florida Assistant State Attorney in Miami. He
co-founded the State Attorneys Gang Prosecution Unit that targeted
hard core gang members that were involved in drug trafficking and
violent crimes. He wrote the first search warrant in Florida that
allowed a search for gang evidence. Jarrett successfully argued to obtain
the first formal ruling in Florida admitting gang evidence at a trial.
Jarrett also served as a consultant to the U.S Army on the first gang
prosecution in the U.S military. Jarrett served as a Drug Enforcement
Administration Special Agent for three years, where he received the
DEA's Administrator Award and the International Narcotics Officers'
Association's International Award of Honor. Employing a strategic,
goal-oriented formula, he developed while prosecuting cases, Jarrett
coordinated agents and investigators toward a unity of effect,
indicting one of the most powerful drug traffickers in the world and
dismantling his organization. Jarrett is now practicing criminal law
with one of Miami's most respected law firms. Jarrett has a wealth of
knowledge investigating violent street criminals and major narcotics
traffickers.
Craig Catlin
Craig
is a detective with the North Miami Beach Police Department and is
currently assigned to the Street Crimes Unit. Craig has
initiated a program that targets gang members who have turned to
identity theft and bank fraud. Street gangs that have
traditionally been associated with narcotics sales, robberies and
burglaries have now turned to white collar crimes. Craig will
show investigators how to initiate investigations and how to made
contacts within the banking industry and federal agencies to make
prosecutable fraud investigations.
Joe
Morris
Joe is a retired
Florida Highway Patrol Trooper who spent the last 14 years
of his 26 year law enforcement career working on a highway narcotics
interdiction team. Joe teaches Highway Narcotics
Interdiction and Concealed Vehicle Compartments as
well as officer safety techniques when dealing with narcotics trafficking subjects.
Joe was also cross designated as a Blue Lighting Customs Officer.
Joe has worked cases with DEA, FBI and US
Customs resulting in successful prosecutions in Federal as well as State
courts.
