Narcotics
Operations and Investigations
The course is a five day
(36 hour) training program designed for
law enforcement
investigators, narcotics investigators and patrol officers who
participate in narcotics investigations. The course curriculum will
detail the various
methods of Methamphetamine manufacturing that are prominent
among today's meth traffickers.
The various components of the different cooks will
be examined and detailed, preparing investigators and patrol
officers how to locate and safely investigate
clandestine meth labs.
Students will learn the physical attributes of the
"tweaker" lifestyle
and how to identify tweakers and their roles in
manufacturing Methamphetamine. Investigators
will be able to identify the
various chemicals used in the
production of Methamphetamine and the safe guards that
should be
taken when conducting Methamphetamine investigations.
Instructors will also cover how to safely
conduct chemical reverses,
Methamphetamine
conspiracy cases and precursor chemical investigations.
Club Drugs are still sweeping through night clubs and college campuses across
the nation. Ecstasy, GHB and Ketamine are the three main threats in the Rave and Club culture. Officers will
learn the physical and psychological effects
that club drugs are having on
today's society. The curriculum will cover the Rave subculture and the
history of the underground Rave movement. Instructors will detail how
to safely conduct undercover club/Rave investigations,
club drug reverses and buy/busts.
The curriculum will cover the booming indoor hydroponic
Marijuana
grow house industry. Subjects have discovered the
lucrative
indoor grow business and they are spreading across the U.S to
compete with Canadian marijuana
manufacturers. Marijuana is the largest money making crop
in the U.S. Investigators will learn
investigative techniques used to locate and
how to obtain probable cause to secure search warrants on grow
house locations. Investigators will be shown the equipment
that is
commonly used to cultivate
marijuana in
clandestine operations and how to conduct
surveillances on
subjects and
businesses that
cater to indoor grow subjects.
Instructors will cover tactical raid operations on bars and
strip clubs and will illustrate how to conduct undercover
operations on clubs.
The
course will also illustrate the use of undercover
storefront operations to conduct undercover sting operations and
will show how simple and cost effective it is for departments to set up undercover locations.
The Colombian money laundering trade will be broken
down and examined showing investigators how to
properly conduct money laundering
investigations and how to understand the methods
used by to convert illicit narco proceeds into import/export
merchandise and Colombian Pesos.
Officers will also
learn
the terms used in money laundering and about
Federal and state statutes used to prosecute
money laundering subjects.
The use and establishment of
Undercover Storefront Operations will be
covered during
the conference. Investigators will be shown how easy and
cost effective it is to utilize undercover storefronts
during undercover
narcotics and vice
investigations. Using undercover storefronts provide
security to law enforcement officers and to
the general public by taking narcotics
and vice
related investigations off of the street.
Case studies on long term
street level undercover crack cocaine
investigations will be covered during the conference.
Investigators will be shown various methods used to
initiate and combat street level narcotics
dealers. Instructors for this seminar have many years of investigative experience and have a wealth
of
information to share with fellow officers.

Conference Instructors
Mike DeMarcus:
Detective, North Miami Beach Police Department with over 18 years of law enforcement experience. Mike has
been in the Vice, Intelligence and Narcotics unit for over 11
years and has worked on a DEA task force as
well as a state task force specializing in money
laundering and narcotics investigations. Mike has extensive experience
in narcotics reverses, marijuana grow houses and long term crack cocaine investigations. Mike has participated in
numerous long term investigations targeting and prosecuting both money laundering and narcotics trafficking
subjects. Mike participated in one of the
largest Ecstasy reverse cases in the history of Florida and has
developed a comprehensive Rave and Club Drugs training program.
Pat Fielding: Detective,
Las Vegas Metropolitan Police Department. Pat has over 21 years
of law enforcement experience and has worked on a DEA Methamphetamine
task force and on a DEA Club Drug task force. Pat is currently assigned
to a money laundering task force and has worked undercover for over 17
years and has dealt with numerous meth and crack cocaine dealers. Pat
infiltrated a Hells Angels farm club during a six month undercover
investigation and has a wealth of knowledge in undercover operations.
Jeff Seever: Jeff is a Detective with the
Independence, Missouri Police Department and has over 14 years of law
enforcement experience. Jeff spent 9 years on a multi-agency Drug Task
Force and completed an assignment with the DEA Clandestine Laboratory
Enforcement Team where he processed and dismantled over 150
methamphetamine laboratories. Jeff was the case agent in the largest
methamphetamine conspiracy investigation conducted in the states of
Missouri and Kansas, which involved 1,500 pounds of methamphetamine,
500 kilograms of cocaine and led to the indictment of 30
co-conspirators. Jeff is a nationally known speaker in the area of
methamphetamine and has given presentations for the Department of
Justice, HIDTA and the United States Attorneys Office. Jeff is
considered an expert witness in the area of methamphetamine and
currently instructs all Federal Grand Juries in that area before they
begin their term. In 2002 Jeff received an award from the Organized
Crime Drug Enforcement Task Force (OCDETF) for Outstanding
Investigation and also received a leadership award from the United
States Attorneys Office for Leadership in Drug Reduction.
Jarrett Wolf:
Jarrett is a former Florida Assistant State Attorney in Miami.
Jarrett co-founded the State Attorneys Gang Prosecution unit that
targeted gang members that were involved in drug trafficking
and violent crimes. He wrote the first search warrant in Florida
that allowed a search for gang evidence. He successfully argued
to obtain the first formal ruling in Florida admitting gang evidence at
a trial. Jarrett also served as a consultant to the U.S Army on
the first gang prosecution in the U.S military. Jarrett served as
a Drug Enforcement Administration Special Agent for three years, where
he received the DEA's Administrator Award and the International
Narcotics Officers' Association's International Award of Honor.
Employing a strategic, goal-oriented formula, he developed while
prosecuting cases, Jarrett coordinated agents and investigators toward
a unity of effect, indicting one of the most powerful drug traffickers
in the world and dismantling his organization. Jarrett is now
practicing criminal law with one of Miami's most respected law firms.
Jarret has a wealth of knowledge investigating violent street
criminals and major narcotics traffickers.
