Tactical Narcotics Techniques

A five day (36
hour) training program designed for Law Enforcement Investigators,
Narcotics Investigators and Officers who participate in high-risk
operations used to apprehend violent subjects and subjects involved in
the illicit narcotics trade. Investigators will learn various
methods used to safely conduct reverse sting operations, buy/bust
operations and investigative techniques used to successfully conduct
both street level and narcotics trafficking cases. Instructors
will cover tactical planning and how to conduct proper scouting for
raids and narcotics operations.
The curriculum includes Tactical
Narcotics Techniques,
which details how to conduct short term operations used to infiltrate
and target high priority area’s where narcotics and prostitution
are presenting problems. Instructors will cover vehicle assaults,
high risk vehicle stops, high risk search warrant entries, and offer
various
tactical theories used to safely clear rooms and buildings. The
students will learn how to tactically approach and make entry into
buildings by doing practical training exercises utilizing various
facilities such as apartment buildings and houses.
Since the majority
of buy/busts and reverse sting operations are conducted in public
settings, the conference will place a strong emphasis on how to safely
conduct vehicle take downs and assaults along with how to safely breach vehicle windows
by participating in
hands on scenario based training exercises. Students will be
given the opportunity to practice vehicle window breaching techniques
and how to utilize ballistic shields as part of their tactical planning.
The curriculum will
cover various approaches used to successfully conduct consent searches
on residences, hotels and businesses. Consent searches and approaches
are the number one tool used when working interdiction cases.
Students will participate in undercover practical exercises
involving
the use of role players during the training. This is a scenario based
training course that will require PHYSICAL PARTICIPATION in the various scenarios and techniques being taught.
Students will be
placed in situations that will involve the use of role
players during some of the practical exercises. Tactical case
studies
will be presented to show both correct and incorrect ways to
prepare for tactical and narcotics operations. A presentation on
how to set up
and operate undercover storefronts will detail how easy and cost
effective it is for agencies to set up undercover locations. Law
enforcement agencies that utilize tactical undercover locations
significantly reduce the liability to their agencies and provide safety
to their officers and citizens.
This
class offers insight for both new and veteran investigators.
Narcotics investigations are high liability events
that require proper training for the safety of the officers and
citizens. This is course is specially designed for agencies who
participate in multi jurisdiction task forces and for narcotics units
who serve their own search warrants and execute violent offender arrest
warrants.
The instructors for this course have a tremendous amount of
experience on both the narcotics and tactical sides of high risk
operations.

Miami Beach Police
Department
training
center. Due to the specialized content of this
training course,
seating is very limited. Students will be accepted on a
first come, first served basis.
The
recommended
hotel is the Newport Beach Side Resort located in
Sunny Isles Beach. The hotel is approximately 3
miles from the training center. The Newport
is offering a rate

Registration
fee for the program includes the cost of instruction, hand out
materials and certificate of completion. Classroom dress is
casual and tactical gear should be worn for the scenario portion of the
training. Classes will be held from 8:30 a.m to 5:00 p.m Monday
thru Thursday and from 8:30 a.m to 12:30 p.m on Friday. If you

Conference
Instructors
Don Reynolds: Sergeant,
North Miami Beach Police Department. Donny has over 18 years of law enforcement
experience and completed a five year assignment in the Vice, Intelligence and
Narcotics unit. Donny also participated on a money laundering task force that
seized over 27 million dollars in 1998. He has extensive experience in cocaine
trafficking and street level narcotics investigations. Donny currently teaches
firearms and law enforcement driving courses at the Miami Dade Criminal Justice
Academy and has been a member of the NMBPD SRT unit for over 10
years.
Eric Davis: Detective, North Miami
Beach Police Department. Eric has 13 years of law enforcement experience and has
been assigned to the Vice, Intelligence and Narcotics unit for over 6 years.
Eric has been a member of the NMBPD SRT unit for 7 years and is the SRT units
lead firearms instructor. Eric is an MP5, Colt carbine and driving instructor
for NMBPD. He has participated in numerous narcotics investigations on both
the narcotics and tactical sides and is currently a narcotics trained canine
handler for the VIN unit.
Mike DeMarcus:
Detective, North Miami Beach Police Department with over 18 years of law
enforcement experience. Mike has been in the Vice, Intelligence and Narcotics
unit for over 11 years and has worked on a DEA task force as well as a state task
force specializing in money laundering and narcotics investigations. Mike has
extensive experience in narcotics reverses, indoor marijuana grow houses and
long term crack cocaine investigations. Mike has participated in numerous long
term investigations targeting and prosecuting both money laundering and
narcotics trafficking subjects.
Lino Diaz: Detective,
North Miami Beach Police Department with over 12 years of law
enforcement experience. Lino is currently assigned to the Crime
Suppression Team, which targets gang members, street level narcotics
subjects, burglary subjects and violent criminals. Lino has also
participated on the NMBPD Tactical Unit, the Robbery Intervention Detail
and a multi jurisdictional street crimes enforcement team that targeted
violent subjects in Miami-Dade County. Lino has been on the NMBPD
Special Response Team for over 7 years and is also a Colt MP5 and
Chemical Munitions instructor.
Tony Marciante: Tony is a Captain and a 18 year
veteran of the North Miami Beach Police Department. Tony has been
a member of the NMBPD Special Response Team for the past 14 years and
is currently the teams Commanding Officer. He is currently
serving as a Region VII representative for the Florida SWAT Association
and he also completed a three
year assignment with the Tactical Unit and a four year assignment on
the K-9 unit. Tony is a MP5 instructor, Taser Instructor,
Firearms instructor, and a defensive driving instructor. Tony has
also completed instructor development courses for Tactical Team,
Tactical shooting and L.E.O response for weapons of mass destruction.
Tony's assignments have allowed him to participate in all facets
of narcotics work from undercover investigations to tactical
operations. Tony has well over 100 search warrant entries and has
been a technical adviser on several major motion pictures.
Nelson Reyes: Nelson
is a Detective assigned to the Street Crimes Unit and is a 16 year
veteran of the North Miami Beach Police Department. Nelson has been
a member of the NMBPD Special Response Team for the past 10
years and
is currently the team leader. He is a firearms and taser
instructor for NMBPD. Nelson has developed the Vehicle Assault
and Breaching courses which are utilized in the TNT training.
Additional Tactical Instructors are utilized during the training.
